This paper discusses the need for policy instruments that will provide documentation to assess the ownership of historical sites in the context of cultural resource management and give an address to the public, users and stakeholders to analyse and obtain a better understanding of what heritage management service provision brings to account for the heritage site management context and for the resource demand.
